Lords of War Empty Lords of War

This may be answered in the Escalation, but I don't own the book at the moment.

Where are the rules about taking a Lord of War means the other guy gets some special rules. I poked around in the main rule book, but I could not see anything.

As well, are the extra rules for all Lords of War or just the superheavy vehicles.
