I think they are supposed to be updated by the end of Feb?

That would make sense considering the season starts on Feb 22.

It was also mentioned that HSN3 will be released shortly after ITS 2016 starts (which is Feb. 22nd). ITS will also have mission packs specific to different kinds of troops like TO troops or blowing stuff up (engineers).
