Found this little gem in the FAQ|
Q: If a Flyer suffers
Locked Velocity
and was moving at
Cruising Speed (18"-36"), what speed is its velocity actually
locked at? (p81)
A: 36".

So ya, you get immobilized, you either move 18" because that's how fast you were moving, or 36" because you went faster than 18".

... wtf. there was no need for a faq for that. sometimes i swear they need to read their own rulebook.
