Imperial Armor vol 11 special characters

so this is the IA volume 11 Imperial Guard commander. i worked out the wargear costs and for the exact same wargear, you pay 100pts. so for an extra 15 points, you get an extra order per turn, your order giving range goes from 12" to 24", and you can re-roll to sieze the initiative.

given what the wargear is, i'm guessing the rules for this HQ choice were made to co inside with this FW kit: cadian command HQ squad the kit's just missing a standard bearer, but gets a scanner and operator instead.
