I think it likely has to do with the fact that all Grey Knights are Psychers, and most IG are not. You walk into the forest and the forest invokes Perils of the Warp.

Guard: "You see that Sarg?"

Grey Knight: "I can see forevaaaaar!" *pop!*

I could be wrong, though. I guess we'll have an answer soon enough.

They were, but the old mechanics still exist for anyone who cares to look at the old codex. The only way I think you could field them now a days would be in an Appoc battle.
