so if i park my vehicle sideways , and the next turn i pivot  it forward and move it , do i get that 3 odd inches of movement?

I would argue it isn't even cheesy. Pivoting doesn't cost movement. It hasn't for several editions. If you are smart enough to make use of it go for it! Razz
