That's super vague Ben. You really need to know what your army your playing to start with.. and if your fighting space marines or chaos marines.. the two armies are very, very different.. except for the power armor that is.
I assume your talking Eldar vs. a marine army? Eldar have all the tools to fight power armor armies. Star Cannons, Lances, Reapers (although I hate them!) are great for dishing it out against marines, good or bad. On top of that, you have a vast assortment
of close combat units that can punch through power armor like scorpions, fire dragons and those nasty harlequins.
That's pretty it. If your going with a shooting army, you'll want falcons so you can the mobility on your side.. and is usually a good strategy against chaos since they'll have nastier hand to hand units. Against regular marines, you'll probably want a good balance as you'll usually be facing a mix of regular marines, vehicles and a strong close combat unit.
Just some quick overview from me.

If your having troubles with Space Marines you have to remember that alot of space marine armies vary vastly. What might atomize a Mech Heavy Rhino Rush will fall flat on it's face against an all infantry marine squad. With Eldar (and every other army) you need a purpose. The following link i just sent you is a comprehensive look at what everything in an eldar army does and how to maximize your list. I'd say looking at your army is the first place to start to building a force to compete against Space Marines. Once you arrive at your list playtesting it will find weakness that it may have. You can definately fill in spots anywhere to overcome the weaknesses.

This next link is a beginners guide on Loyal Astrates Space Marines written by a very knowledgeable gamer. It doesn't give tactics to beat a space marine army, but at least reading it and going thru the new space marine codex you can understand the mindset and how to overcome certain situations.
