so thoughts on this 1500 list
pedro kantor
5 scouts snipers cloaks
5 scouts snipers cloaks
10 sternguard droppod, 4 combiplasma, lightning claw
10 sternguard droppod, 4 combimelta, powerfist
thunderfire cannon
5 devastators 4 missiles
stormtalon skyhammer missiles
land speeder typhoon/heavy bolter
I know its not taking 3 droppods for the choice of which 2 to drop (mostly because i own 2) but its got a bit of everything and i think it can deal with most things.

Looks alright, nothing obviously weak. You will be a little overly dependant on reserve rolls though. You have a lot of power off the table. 1 game in 9 you won't get either reserve unit until turn 3. That means your opponent will have a large advantage against what is a pretty short-ranged army. 1 pod or 3 pods is kind of the sweet spot. I don't know if the flier is synergistic in a pod army. I guess you could tie it to the drop pod as an escort? But then you won't get either unit until at least turn 3 - 1 game in 3. Not good

I would echo Timbo. Personally I would nix the droppod from the plasma sternguard. With the combi-plasma they are a little less dependent on getting the drop on something. Other than that seems pretty solid all around.

Pedro's special rules are amazing. The only downside is that his stats/wargear are just average.

4-8 mission pending if fast or heavy are scoring. I prefer the combiplasma in the droppod but I don't wanna buy another and with the 3+ to come in turn 2 its not bad. Plus with it being scoring if it comes in really late they can Zerg an objective and can kill most things that can claim.

I think it would be a good "fun" army. However, be prepared to lose the occassional game to reserve rolls. If you play an IG guy with an officer of the fleet it could get really rough. The only reserve manipulation in vanilla is Tigurius (IIRC) and he is costly. I would play an army like this for league games, but not the playoffs/tournaments.
