Charging? Here's your odds! (New Chart, Aug 2nd)
This was a bit of a pain to calculate, so I hope you enjoy :-) The first number is the result on 3D6", dropping the lowest. The percentage is the chance that you'll get that result.
2: 7.4%
3: 12.5%
4: 15.7% -- fixed
5: 16.7%
6: 15.7% -- fixed
7: 12.5%
8: 8.8% -- fixed
9: 5.6%
10: 3.2%
11: 1.4%
12: 0.5%
Edit: Fixed my 3 mistakes.

Looking at this, having the unit of 20 Necron Warriors (well 10-20) in difficult terrain with a seismic crucible in it, you'd need to be 3" away to have a good shot at getting a charge off. Savage.

Long story short, you lose about 2" of charge range thru diff terrain.
You gain about 2" of charge range w/ fleet.
your typ charge would be 5-9".

Yep.
Fleet is a bit goofy, because there are a variety of circumstances that might lead a player to the decision to re-roll a die. If you take the assumption that you re-roll results of 1-3, yes, you gain about 2" on the results :-) (which makes fleet through terrain more effective than a regular charge over open ground).
The tricksy bit here, is if it's possible for a member of a charging squad to have to go through cover if a result of 12" is rolled, then they must roll the three dice. This should make it very easy to require chargers to charge through terrain, just have some members standing *next to* a forest. O_O

Brian's stratagem concerning charging:
If you see the distance is less than 12" roll some dice!
These are my maths and im sticking to em! (though good to know about the probable 2" on fleet thing)

I go with "is it 12" or less, and will they shoot me down on the charge". If they can't shoot me down, then I see no reason not to try, unless there is a more valuable target near by.

Walkers have a fantastic synergy with assault armies now. Charge with your walker first, then your regular dudes. (Well, works for Orks anyway... although I haven't been doing it right)
