Reserve Shenanigans
This is a really weird question, and the situation required to pull it off would not only be unlikely to happen, but also cause the aggressor to be in a rather vulnerable formation.
What happens if Player A succeeds their roll to have reserves walk on the table, but Player B has somehow managed to create a "blockade" along Player A's table edge (say 20 Termies abusing unit coherency, sitting 0.99" from the table edge). Movement rules say you can't go within an inch of an enemy unit unless you are charging, and charging can only happen in the Assault phase, not the Movement phase when they would walk on the board.
All in all it sounds like a dick move, and a very expensive one at that, but I don't think the BRB really addresses it.

you could do it with anything, really; vehicles, a mob of guardsman/orks... you cant move within an inch of an enemy model, so even if they were 1.5-2 inches from the edge, thats still enough to refuse entry onto the board edge.
as far as i understand the methodology.
this also applies to popping transports; if you block all 4 sides so there's not enough room for the models to stand when you wreck it, they die. exploding it however makes it into a crater, so they'd still show up.
don't confuse that with just blocking the entrances however, because they make an "emergency disembarkation", which means being desperate to get out, they tear open a 'door' in the side of the hull to get out.

Tim told me a story once.
This dude was playing the all bike SM army in 5th edition. He proudly declared to his Tau opponent, "My entire army is in reserve." with a smirk grin on his face.
Tau player deploys his two units of kroot along the table edge. SM player auto loses because his guys can't come on the table.
A game Tyson and I played once, something similar happened. Broadsides have larger than 1" diameter bases and he rolled snakeyes for difficult terrain to walk onto the table in a Dawn of War mission.
If something can't come on, it's dead, unless there's a specific rule preventing that from happening (like flyers flying over something).
Not an issue in 6th really, as if you ever have nothing on the board at the end of a game turn, you lose.

i like how the ref is looking in the rulebook for something that goes against it

I showed the picture to a Tau playing friend of mine down state-side. His response to it was "he found a use for Kroot!?".
