Well, you can't "embark" and "disembark" in same turn. so it def takes two turns to do.

any building you purchase is automatically considered "claimed" at the start of the turn.  but if you leave it unoccupied long enough for an opponent to get to it and go inside, then they claim it and gain all of its benefits instead until such a turn that you can enter it while its unoccupied.  also note, if you have a unit inside and decide to disembark, they make a 6" move away from the building as part of disembarking; you dont just place the models base to base around an entrance and call it your move phase.  so that's nice.
