Thing I can think of.
Libby Powers arent set in stone, you can change them up w/o affecting cost. Same for Heavy weapons on the Tactical Sqd (sub for ML mainly)

Like most of my lists, lots of dakka, one decent assault unit:) Okay maybe more than decent, but its ONE unit

I like it very similar to what I usually run.

I would try and fit a multi melta in on the raider but thats me.

What are you going for terminators? All hammers? The last couple of games I played I used mix and it worked awesome.

All hammers for Tourneys, etc.
I usually prefer a 2/3 mix (LC/TH) when playing friendlies.
I suppose I could drop a scout for the MM. I usually have run them as a 5man squad, but have lately been finding they need the extra bodies to A) actually hit and drop something, like say a DP and B) to somewhat absorb an assault.

Yeah five man scouts are kind of useless at doing anything but objective sitting. I think I have played them in every game since I got them and they really only have shined in one or two. BS3 is sad.
